Yes, the use of Courtesy Reply Mail services to send a return envelope is separate from enabling return envelope tracking (which is an Enterprise edition-only feature).
To use reply mail without tracking capabilities, send an API request only with ‘return envelope’, and ‘perforated page’ options completed. By skipping the ‘return address’ field, you can disable tracking for any returned envelopes.
